Insurance Coverage

Under the ACA, all private insurance plans must cover PrEP at $0 cost-sharing, including medication, labs, and clinic visits. This was upheld by the Supreme Court in June 2025.

Minor Consent

Arkansas Code §20-16-508 allows minors with STIs to consent to care, but a physician may disclose to parents. PrEP (prevention) is not expressly covered by the statute.

Undocumented Residents

ARHOME Medicaid requires citizenship/legal status. However, FQHCs serve all patients regardless of immigration status, and Gilead's PAP has no immigration requirement.

HIV Criminalization

Arkansas imposes a 6–30 year prison sentence for HIV exposure without disclosure, even if virally suppressed. This is among the harshest in the nation and deters testing.
