Free PrEP in Milwaukee

Wisconsin has neither expanded Medicaid nor established a PrEP DAP — leaving Milwaukee's communities underserved despite the city's significant HIV burden. BadgerCare Plus covers adults only up to 100% FPL. In 2024, 68% of Wisconsin's new HIV diagnoses were among people of color, despite making up only 20% of the state's population. Diverse & Resilient runs the SHEBA program for Black trans women, and ARCW (AIDS Resource Center of Wisconsin) is the state's largest HIV services organization.
