Minneapolis is a Fast-Track City committed to ending HIV — but the numbers are moving in the wrong direction. Minnesota reported 324 new HIV diagnoses in 2023, a 24% jump from the prior year. Two ongoing HIV outbreaks (Hennepin/Ramsey County since 2018, Duluth since 2020) underscore the urgency.
