Louisiana does not have a PrEP Drug Assistance Program. The Louisiana Health Access Program (LA HAP) serves HIV-positive individuals only.

Louisiana's HIV diagnosis rate of ~23/100,000 is among the highest nationally. East Baton Rouge and Orleans parishes each account for ~15% of new diagnoses. Diagnoses declined 11% from 2018 to 2022, correlating with increased PrEP uptake.

Minor Consent

La. Rev. Stat. §40:1121.8 allows minors with STIs to consent to care. PrEP not expressly covered. TelePrEP requires parental consent for under-18. Pharmacist PrEP is age 17+ only.

Insurance Coverage

Private insurance must cover PrEP at $0 under ACA. Medicaid covers PrEP at $0 including labs and visits.

Pharmacist PrEP (Act 711)

Landmark 2024 law. Trained pharmacists can prescribe PrEP (30-day supply), PEP (28-day supply), order labs, and administer injectable PrEP for patients age 17+.

Undocumented Residents

LA HAP requires citizenship/legal residence. FQHCs (CrescentCare, Access Health Louisiana) serve all patients regardless of status. Gilead PAP has no immigration requirement.
