Douglas County (Omaha) is Nebraska's only EHE priority jurisdiction, with approximately 2× the national average STD rate. Nebraska's meatpacking communities (Grand Island, Lexington, Schuyler, Dakota City) have significant immigrant populations and elevated STI rates. OneWorld and NAP are the primary access points for these communities. Western Nebraska has virtually no dedicated HIV/PrEP providers — NAP offices in Kearney and Norfolk provide the only rural outreach, making telehealth essential.
