New Jersey does not have a dedicated PrEP DAP. Instead, NJ DOH funds 32 agencies with PrEP counselors statewide — in 2025, 1,766 people were counseled and 639 linked to medications.

NJ FamilyCare (Medicaid)

Expanded Medicaid. Plans A, B, and ABP: $0 copay for all prescriptions including PrEP. Plans C and D: $5 brand/$1 generic. Under 21 and pregnant: no copays in any plan.

Know Your Rights

Minor Consent

Minors of any age can consent to STI testing and treatment. Minors 13+ can consent to HIV testing. NJ Executive Order 326 (2023) makes NJ a safe haven for gender-affirming healthcare.

Insurance Coverage

Private insurance must cover PrEP at $0 under ACA. NJ FamilyCare Medicaid Plans A/B/ABP: $0 copay for all prescriptions.

HIV Criminalization

Bill S3707 (signed January 2022) reformed NJ law — reduced HIV-specific penalties from felony to disorderly persons offense.

Undocumented Residents

ADDP covers undocumented individuals (SSN not required). FQHCs serve all patients. Gilead Advancing Access has no immigration requirement. Hyacinth provides navigation without exposing immigration status.
