PrEP Assistance Program (PrEP-AP)

NYS PrEP-AP — covers visits and labs; medication via manufacturer PAPs

Administered by NYS DOH AIDS Institute. Covers clinical visits, lab testing (HIV, STI screening), counseling, and supportive primary care. Medication obtained through Gilead Advancing Access (1-800-226-2056) or ViiVConnect (1-844-588-3288 for Apretude). Yeztugo added in 2025.

Eligibility: NYS resident (U.S. citizenship NOT required), ≤500% FPL, prescribed PrEP by enrolled provider.

Medicaid

NY Medicaid covers all five PrEP medications at $0: generic TDF/FTC, Truvada, Descovy, Apretude, and Yeztugo. No prior authorization for initial prescriptions. Enrollment: nystateofhealth.ny.gov or 1-800-541-2831.

Ending the Epidemic (ETE)

Know your rights

Minors

NYS law allows minors of any age to consent to PrEP and PEP without parental consent, following 2017 amendments reclassifying HIV as an STI under Public Health Law.

Undocumented residents

PrEP-AP explicitly covers undocumented residents — "U.S. citizenship is not required." NYC Sexual Health Clinics serve anyone regardless of immigration status. Callen-Lorde and all FQHCs serve regardless of status.

Transgender individuals

NYS has strong protections via GENDA (2019). Callen-Lorde offers gender-affirming care alongside PrEP. FOLX Health serves trans patients via telehealth.

HIV criminalization

New York has no HIV-specific criminal statute, though general laws (reckless endangerment) have occasionally been applied.
