Oklahoma reported 326 new HIV diagnoses in 2019 with an estimated 8,900 people currently living with HIV. Cases are present in 73 of 77 counties, concentrating in Oklahoma County (OKC) and Tulsa County. The PrEP-to-Need Ratio of 8–10 is well below the national average of 15.6. As an EHE state with a PrEP DAP, Oklahoma has structural advantages over neighboring states but still has significant unmet need among Black and Native American populations.

Insurance Coverage
Under the ACA, all private insurance plans must cover PrEP at $0 cost-sharing. The Oklahoma PrEP DAP covers remaining copays for insured clients.
Minor Consent
Oklahoma law allows minors of any age to consent to STI testing/treatment, but PrEP is legally ambiguous (prevention vs. treatment). The state PrEP DAP does not enroll minors.
HIV Criminalization
Felony (up to 5 years) under §21-1192.1 for knowingly exposing others. Does not recognize condom use or undetectable viral load as defenses. Reform efforts have failed.
Undocumented Residents
The PrEP DAP has no listed citizenship requirement per NASTAD, but immigration coverage is not explicitly confirmed. FQHCs and MISTR serve regardless of status.
