In Jan 2023, Governor Lee returned ~$8.3M in annual CDC HIV prevention funding. CDC rerouted $4M to United Way of Greater Nashville but that grant expired July 2025. Projected: 166 additional HIV transmissions and 190 additional deaths over 10 years.

Know Your Rights

Minor Consent Crisis

TCA §68-10-104 allows STD treatment for minors without parental consent. But a new law (TCA §63-1-173(b), effective July 2024) broadly prohibits treating minors without consent, creating confusion. Some rural clinics have denied teens preventive care.

Gender-Affirming Care

SB 1 (2023) bans gender-affirming care for minors, upheld by Supreme Court June 2025.

Funding Crisis

Governor returned $8.3M in CDC HIV funding, redirected state funds away from CDC-prioritized populations. This is the most severe state-level defunding of HIV prevention in the country.

Insurance Coverage

Private insurance covers PrEP at $0 under ACA. TennCare has NOT expanded — childless adults have no Medicaid pathway.
