Texas PrEP programs

No state PrEP assistance program

Texas does not have a PrEP Drug Assistance Program. The Texas HIV Medication Program (THMP) is the state ADAP but only covers HIV-positive individuals at ≤200% FPL who are U.S. citizens or legal residents. THMP Phone: 1-800-255-1090.

Medicaid

Texas has NOT expanded Medicaid. The coverage gap is the nation's largest: 617,000–772,000 adults earn too much for Medicaid but too little for marketplace subsidies. Parents qualify only at ~12–13% FPL. Childless adults are categorically ineligible.

Know your rights

Minors

Texas Family Code §32.003 allows minors to consent to STI testing and treatment. PrEP is not explicitly covered.

Undocumented residents

THMP requires citizenship/legal residency. FQHCs (Legacy, CommUnityCare) and MISTR serve regardless of status. Gilead Advancing Access has no immigration requirement.

Transgender individuals

SB 14 (2023) bans gender-affirming care for minors. Kind Clinic provides integrated gender-affirming care and PrEP in Austin, Dallas, and San Antonio.
